The 'Meinberg NTP Time Server Monitor' Program

The Meinberg NTP Time Server Monitor program is a Windows GUI application that can be used to check the status of the NTP service.

If the NTP service (ntpd) has been installed, it runs in the background and disciplines the Windows system time as long as it is active. The NTP service replaces the w32time service that is shipped with Windows, but the NTP software package only provides a command line program ntpq to check the service status.

So the Meinberg NTP Time Server Monitor program has been written by some folks at Meinberg quite some time ago to simplify monitoring the NTP service on Windows.

The monitor program is not required to run ntpd on Windows, it's just optional, and when it comes to checking program versions you don't have to confuse the version of the monitor program (which is e.g. 1.04) with the version of the NTP software package, which is something like ntp-4.2.8p13.
